neutron-lbaas local.conf should not use an old version of cirros

Bug description:
The local.conf file contains[1] a hardcoded version of cirros 0.3.0.
This should be replaced with the latest version of Cirros as it contains
important improvements (such as IPv6 support)
It is preferable to refrain from hardcoding the version.
