Enable IPv6 Prefix Delegation using a new configuration option

Bug description:
With the existing default subnetpool configuration being
deprecated[1], a new method for enabling IPv6 PD will be needed.
A new boolean option in neutron.conf called "ipv6_pd_enabled" will do
the job.
