L2 Agent doesn't expose loaded extenstions

Bug description:
Using Openvswitch L2 agent and configuring extensions=qos under agent
section in /etc/neutron/plugins/openvswitch/ovs_neutron_plugin.ini.
Running
# neutron agent-show <OVS Agent ID>
Should show the loaded extensions..
