Validate local_ip for linuxbridge-agent

Bug description:
Currently, linuxbridge-agent does some validation on local_ip, but it
is not sufficient. When local_ip doesn't exist, linuxbridge-agent just
logs a warning and continue processing.
When a vxlan interface creates, it runs 'ip link vxlan-xxx ... dev
None' and the shell command returns 255, which seems weird. The local
ip should be validated and the agent doesn't need to continue working
when local_ip is not there.
