debug note in error response inaccurate

Bug description:
If I do a GET /v3/auth/tokens with no token and keystone is configured
with debug I get a message back saying I'm not authorized and to
disable debug mode to suppress details:
$ curl http://localhost:5000/v3/auth/tokens
{"error": {"message": "The request you have made requires authentication.
(Disable debug mode to suppress these details.)", "code": 401, "title":
"Unauthorized"}}
If I set debug=False, the message changes:
{"error": {"message": "The request you have made requires
authentication.", "code": 401, "title": "Unauthorized"}}
No details have been suppressed. The only difference is that the note about
disabling debug mode has been removed. The message shouldn't be saying to
disable debug mode to suppress details when there's no details to suppress.
