changed_device_id attribute is unintiliazed in update_port function

Bug description:
In File db_base_plugin_v2.py and function update_port , while
updating router interface port "changed_device_id" attribute is
uninitialized.
possible fix for the defect:
initialize the attribute
changed_device_id=False
