Remove SELECT FOR UPDATE usage

Bug description:
MySQL Galera does not support SELECT ... FOR UPDATE[1], since it has
no concept of cross-node locking of records and results are non-
deterministic.
Moreover SELECT FOR UPDATE could be deadlock and slowness sources.
Remove the use of SELECT FOR UPDATE in
(neutron.db.firewall.)firewall_db module
