unittest for l3_agent_scheduler and dhcp_agent_scheduler should be
seperated

Bug description:
according to Armando Migliaccio's comment on
https://review.openstack.org/#/c/43321/2, i think it makes sense to
separate the unittest for the two scheduler because:
- they are two different extensions, logically, they should be separated
- currently nvp doesn't support both of them, future plugin may not support
both of them too (at least in development, it can happen)
