no notifications from Neutron in Ceilometer

Bug description:
I've deployed devstack using the following local.conf (with
Ceilometer) - http://paste.openstack.org/show/476407/ (master branch)
After deployment I tried to check Ceilometer notifications and get
nothing from Neutron. For example, I created a router and then
executed ceilometer sample-list -m router.create -l10 - got nothing.
Is something misconfigured? Also there's no information from Neutron
metering agent regarding bandwidth.
