host names are different even if scheduling servers on the same host

Bug description:
Even if creating a server with scheduler_hint: same_host, the server
is created on different host on the gate.
'OS-EXT-SRV-ATTR:host' value of "show a server" API is different
between servers like:
* ubuntu-trusty-2-node-rax-iad-6591881
* ubuntu-trusty-2-node-rax-iad-6591881-77157
Now we are trying to add Tempest test for verifying the scheduler_hint on
https://review.openstack.org/#/c/257660
However the test cannot be passed due to this problem.
