Trove - Database Backup Quota Error Message Masked

Bug description:
If the database-backup quota for a tenant is exhausted, attempting to
create a backup will result in the following red balloon "Error: Error
creating database backup.".
This error message is not helpful, and is actually masking the true
error message of "Error: Quota exceeded for resources: ['backups']
(HTTP 413)".
