Uncaught javascript TypeError on hypervisors panel

Bug description:
I got an Uncaught TypeError on Chrome on admin/hypervisors panel. (See
attached screenshot)
Apparently, horizon.cookies is undefined at the time it's called by
horizon.addInitFunction.horizon.tabs.init.
This error occurs on Chrome not Firefox and it breaks the rendering of
the pie charts on the top of the hypervisors panel.
