OSP-8- neutron-server service in failed status after reboot

Bug description:
In OSP-8-liberty I deployed environment with 2 nodes controller & compute
all services was active . when I reboot the controller neutron-server &
l3-agent services upload with "failed" status.
The bug found in version :

try to check if it is SeLinux issue but its not .
