Title:
neutron L3 agent shows active state when admin state was made Down on
the active master controller

Bug description:
Test case steps: VRRP test case
Default mode : non preempt mode
1)create a VM and attach floatingip .
2)make admin state down of the L3 agent .
3)Check for the status .
current status of controller is down (padawan-ccp-c1-m2-mgmt) and it
did not move back to standby state .
