Fix error msg when to create or update subnet

Bug description:
Network address source could be manual or subnetpool.
If choose manual, subnetpool widgets(label is "Address Pool") hide.
Missing cidr data will report error info still with "Address Pool" that make
user misunderstand.
On the other hand, it is allowed to supply empty subnetpool_id to
create subnet. refer to:
https://github.com/openstack/horizon/blob/master/openstack_dashboard/dashboards/project/networks/workflows.py#L285.
So remove "Address pool" in error msg.
