Bug description:
when get_image_location is set role:admin a regular users sees:
$ glance --os-image-api-version 2 image-download
33fd3f1a-4924-4078-9d57-d7f6db4d015b
403 Forbidden: You are not authorized to complete this action. (HTTP 403)
v1 works ok.
