Also includes new tests to prevent future regressions. Problems can occur when ATTR_NOT_SPECIFIED is used, as various assumptions are made that depend upon all PD subnets being auto address subnets. We should reject subnet_create requests that do not specify either IPV6_SLAAC or DHCPV6_STATELESS.
