In some configuration, the ryu library fails to parse OFPFlowStatsReply
message and an ovs agent causes an exception on agent restart. This is
due to flows added by a learn action. And it has been a problem since
commit 73673beacd75a2d9f51f15b284f1b458d32e992e (not confirmed).
