The lbaas v2 Horizon plugin at https://github.com/openstack/neutron-
lbaas-dashboard/ uses the phrase "Admin State Up" Yes/No. It seems
clearer to change this terminology to "Admin State: Up (or Down)" as
suggested in this code review:
