Some VPN service is "pending" status after vpn connection status is
"active"

Bug description:
Steps:
1. controller + 2 compute setup. VPN running on compute nodes
2. create tenant/network/subnet/router/vpn setting
3. create multiple vpn session and corresponding vpn connections. check on
dashboard, found some vpn service is pending status.
