in nova/conductor/manager.py, in method build_instances populate_retry
is only doing arithmetic without to interact with third parts and can
throw an *expected* exception where 'build_request_spec()' not. So we
should to change initializes request_spec soon as possible since it's
used in case where that *expected* exception is raised.
