The initial NEC plugin was marked as deprecated in Liberty and has been
replaced by a new implementation in Mitaka.
There is no need the existing tables related to NEC plugin are populated by the
neutron in-tree DB migration.
It is time to remove NEC plugin tables from the db migration script in the main
neutron tree.
