Hyper-V: stable/liberty, mismatched requirements causes CI jobs to

Bug description:
CI JObs in (at least) stable/liberty nova are failing with "Can not
start the nova-compute service. The manual run failed as well."

Looking a little deeper it seems that we have some mitaka libraries
installed which are incompatible with the liberty versions.
Opening this bug as a focal point for fixes.
