Nova only accepts strict format value from Ironic

Bug description:
Nova resolves capabilities from Ironic, but it only able to receive
'k1:v1,k2:v2,etc..' value. We should improve the ability to resolve
capabilities from Ironic like
'k1:v1, k2:v2,etc..' to improve user experience and be more robust.
