There is Not Found (HTTP 404) when run openstack service create, the
error info is as below,
[root@Controller httpd]# openstack service create --name keystone

[root@Controller httpd]# vi /etc/keystone/keystone.conf
[root@Controller httpd]# systemctl status openstack-keystone
