UnicodeEncodeError in project instances

Bug description:
I known search instance input word **only english** on `project` tab >
`instance` item.
Today test this problems.....
Error image [1]
This problem is important.
ex. Instance State is translation "Activity" is "활성"...
User search "활성" and... Error page..
So, This problem not fixed, not translation table values.
