Bug description:
According to Ken'ichi Ohmichi's TODO comment,
The parameter in nova/api/openstack/compute/plugins/v3/agents.py function:
update name "para" is different from the ones of the other APIs. Most other
names are resource names like "server" etc. This name should be changed to
"agent" for consistent naming with v2.1+microversions.
