DELETE/os-service/<id> interface parameter is not convenient for use

Bug description:
"DELETE/os-serivce/<id>" interface use service-id as the parameter, i
think it will be more better if use hostname and binary as the
parameter, just like the interface UPDATE/os-serivce/<id>. The
interface is a member function of ServiceController class in
nova.api.openstack.compute.contrib.services.py
