This is happening because the quota resource is now treated as any other resource and therefore subject to policy checks, response formatting etc. etc. Since the RESOURCE_ATTRIBUTE_MAP for this resource has no tenant_id attribute the attribute is removed as alien (unexpected stuff returned by the plugin).
