Reproduction steps:
1. Enbale force, restart dhcp agent
2. Create internal network and subnet, router, add the subnet to the router. -
result: We have static route in options(/var/lib/neutron/ID/opts) .
3. disable force, restart dhcp agent- result: We have static route ( we should
not have that because force is false and we have a router) in
options(/var/lib/neutron/ID/opts).
The issue happens only to the created network and subnet.
If we will create a new one with new config it will be ok.
