Moving this to "wont fix" since email is still not a first-class column.
This should likely be managed externally from keystone.

  support for email address change for non-admin users in v3 api

Status in OpenStack Identity (keystone):
  Won't Fix

Bug description:
  In keystone V3 api, a admin user can change its email address but not
  a non-admin user.

  The V3 api should allow non-admin users to change their email like
  they can change their password.

  
  Currently when i tries to change the email address using non-admin user, i 
get this error - "You are not authorized to perform the requested action: 
identity:upd
  ate_user"
