create_port api do not send extra_dhcp_opts

Bug description:
During Tempest testing it was found that Create_Port Api in Neutron do not
send information for extra_dhcp_opts.
However in show_test_port expect this value to be there ( extra_dhcp_opts = {
} ).
Because of this if we compare all values in create_port and show_port
, test will fail.
Proposal : Create_Port() and show_port() should have same value.
