Title:
  nova doesn't support to launch instance booted from uefi rom for
  AARCH64/ARM

Status in OpenStack Compute (nova):
  Invalid

Bug description:
  
  Currently qemu-system-arm or qemu-system-aarch64 need '-bios ROM.bin' for 
booting from uefi rom,
  unfortunately nova-compute can't build the parameter for qumu via libvirt.

  The patch in below link can support this function, and I have verified that 
it can launch one instance
  which is run from uefi rom.
