Recently a patch was merged that will not start q-lbaasv2 if octavia
driver is being used.

But in neutron-lbaas/devstack/readme.md the example used is
# For LBaaS V2
ENABLED_SERVICES+=,q-lbaasv2
ENABLED_SERVICES+=,octavia,o-cw,o-hk,o-hm,o-api
thats confusing for operators. that should be changed.
