Bug description:
ryu plugin was marked deprecated in Juno. this bug is to track the
removal for Kilo.

we (ryu team) recommend users to migrate to ofagent, on which we aim to
concentrate our development resources
by this removal. however, it isn't a functionality equivalent and no
mechanical upgrade path will be provided.
