In instance list, when we have one/multiple servers in error state,
Horizon does not display "Terminate instances" button in top-right side
(close to "Launch instance" button). So, Horizon does not allow
terminate instances in error state.
Since the CLI allows terminate instances in error state, I think we
should allow this in Horizon as well. I do not see any reason to not
allow delete multiple instances in error state from Horizon.
