In kilo nova, cell mode, nova boot fail with key

Bug description:
We are using kilo nova with commit id
b8c4f1bce356838dd3dac3b59734cf47f72373e5.
We setup 3 cells and fail to boot vm if we pass key-name and compute side
complain the key-name was not found.
The key was stored in az nova db not in cell nova db. When compute query
keypair information, it query cell db via cell message queue and cell return no
keypair found error
