Add enabled/disabled status to cells

Bug description:
As a deployer, I'd really love to be able to link up a new cell of
nova-computes, but have them be in a disabled status, in such a way
that we can use scheduler hints to still send test builds to the cell
without having normal builds go there. Being able to enable/disable a
cell also would help in troubleshooting or maintenance. As far as I
know there is no way to set a cell to enabled or disabled, or even
further to use scheduler hints to override this to send builds to a
cell.
