re factor add_router_interface in l3_dvr_db.py

Bug description:
lot of code is repeated in add_router_interface in l3_db.py and
l3_dvr_db.py
It would be nice to re factor the code and have one common func
_add_router_interface which should be
called while add_router_interface in l3_db.py and l3_dvr_db.py
