We went a long way to improve runtime of unit tests. Both py27 and py34
take less than ~15 mins to complete these days.

python 2.7 gate job for neutron runs long

Bug description:
The timeout for the job is set to 40 minutes. These days the typical
run take around 35-38 minutes so 40 minutes causes quite a number of
false positives.
