API reorg retained some framework/dashboard crossover

Bug description:
The recent patch landed for the API ngReorg
(https://review.openstack.org/#/c/184543/) has links from the
framework over to the dashboard in the framework karma.conf.js
(https://review.openstack.org/#/c/184543/28/horizon/karma.conf.js,cm).
Either the framework is a separate thing, or it doesn't depend on
dashboard components.
