  TenantAbsoluteLimits rest call do not return dict

Status in OpenStack Dashboard (Horizon):
  Opinion

Bug description:
  In the cinder REST api, all the get() methods do return always a
  dictionary or a list of dictionaries.

  But there is only one method that it does NOT: TenantAbsoluteLimits.

  My question is, why?. I did some checks and I think this is a bug.
  TenantAbsoluteLimits should return a list of dictionaries.
