This is pretty old and more a "wishlist" item than a faulty behavior. If
you want to work on that, consider proposing a trivial blueprint for
that (maybe with a spec). Just drop by during a Nova meeting, see "open
discussion" at https://wiki.openstack.org/wiki/Meetings/Nova

when deleteing a network use nova-manage network delete ,ips in the
fixed_ips table should alse be deleted.
