The change was abandoned. The libvirt driver should be waiting for VIF
plugged events, regardless of whether or not you're using xen or
qemu/kvm.

testtools.matchers._impl.MismatchError: 0 != 1: Found multiple IPv4
addresses: []. Unable to determine which port to target.
This is because nova doesn't wait for Neutron to plug the vif.
