This is really an RFE, and there is a merge (old) spec. It would be
valid to refresh that spec and go in that direction.

Server create should accept a subnet in the network specification

Bug description:
Currently the network info specified as part of server creation is
limited to network-id, port, and ip address.
When a network has multiple subnets (which is a valid configuration in
Quantum) then we need to also be able to specify a subnet id (as an
alternative to an ip address)
