Reproduce Steps:
1. Launch instance with "Boot from Image(create a new volume)" -- successful
2. Create snapshot from the instance. -- successful.
3. Launch instance with the snapshot created on step2. --successful
4. Create snapshot from the instance created on step3 -- Error: Unable to
create snapshot
