update volume multiattach to true

Bug description:
When i use "cinder create" to create a volume,the default multiattach
is false.But then i want to attach this volume to multi-instances,it
will failed. It would be fine we can use a command to update volume
multiattach to True, then we can attach this volume to multi-
instances.
