Log exceptions for update_device|(up/down)

Bug description:
Previously, we log these failures at debug level but these should be
logged
at least at error level as now if we we fail to update the port_status
value it can cause nova to not starting the vm. Logging as exception
should
hopefully provide a little more info about why this sometimes fails
in the gate.
