Bug description:
Requirements.txt defines the pbr version as
pbr<2.0,>=0.11
but version 0.11 cannot handle the following syntax in the windows
section:
# Windows-only requirements
pywin32;sys_platform=='win32'
wmi;sys_platform=='win32'
This causes the following error when installing neutron.
RequirementParseError: Expected version spec in
pywin32;sys_platform=='win32' at ;sys_platform=='win32'
