Fujitsu Neutron ML2 Mechanism Driver for C-Fabric

Bug description:
We'd like to implement ML2 Mechanism Driver for
FUJITSU Converged Fabric Switch(C-Fabric)[1]
Fujitsu C-Fabric enables to create port-profile and associate between
port-profile and MAC address.
* port-profile has a VLANID
* port-profile association shows the relation between port-profile and
MAC address of VM instance.
Problem description
===================
C-Farbric requires information of OpenStack Neutron based ports
to create/delete port-profile and port-profile association.
But, currently there is no way to inform C-Fabric to such Neutron's
information.
Therefore, a new ML2 mechanism driver is necessary to post the _postcommit
data
to Fujitsu C-Fabric.
* port-create : create port-profile and port-profile association
* port-delete : delete port-profile association and port-profile
